The GHSA Reclassification Committee has made the following changes to the 2012-2014 region alignments:

  • Metter High School was moved by the Reclassification Committee to balance the sub-region after Atkinson County's appeal was approved earlier.

    Lincoln County and First Presbyterian were tentatively moved to different regions based on uncertainty about the number of schools that would be competing in Class A. That matter has now been resolved, and these two schools are being placed in the regions where they were originally placed by the Reclassification Committee.

    RECLASSIFICATION CLARIFICATIONS

    1. Nothing about the current reclassification proposals may be considered to be final or official until ratified by the full GHSA Executive Committee on January 10, 2012. Any region meetings held at this time are premature.
    2. The provisions of GHSA By-law 4.23d are still in effect.
      1. Regions are encouraged to play full region schedules in football unless there are large travel distance issues.
      2. Regions with eight or fewer schools must play a full region schedule in order to get close to the “70% rule” (By-law 4.23d3).
      3. Regions with more than eight schools may elect to keep sub-region alignments for football, but crossover games must be guaranteed in order to meet the “70% rule”.
      4. In a rare situation where there are extreme travel distances involved (as determined by the Reclassification Committee), the schools in a region may appeal to the Reclassification Committee to waive aspects of By-law 4.23. This appeal may be filed after the January 10th ratification meeting.
    3. In sports other than football where there are multiple contests during the school week, regions are encouraged to play sub-region schedules.
      1. Regions will need to work out enough crossover games to meet the “50% rule” (By-law 4.23d4).
      2. If the Principals in a region approved playing a full region schedule by a 2/3 vote, the region may do so.
      3. In a rare situation where there are extreme travel distances involved (as determined by the Reclassification Committee), the schools in a region may appeal to the Reclassification Committee to waive aspects of By-law 4.23. This appeal may be filed after the January 10th ratification.

    GHSA Reclassification Committee Places Schools in Regions for 2012-2014

    Throughout the deliberations on reclassification that have been going on for nearly a year, emphasis was placed on the importance of reducing travel costs and time out of class. In a state as large as Georgia, there is no way to eliminate all travel issues. The Reclassification Committee continued to emphasize that viewpoint by establishing sub-regions in nearly every region. Here are the guidelines for this format.

    1. If a region chooses to subdivide because of either the large number of schools in the region or the large travel distances in the region, then the subdivisions established by the Committee must be used.
    2. In accordance with GHSA by-laws, a region may choose to play a full region schedule with a 2/3 vote of the Principals of the schools in that region. This decision may be made on a sport-by-sport basis.

    During the meeting to place schools in regions, the Reclassification Committee approved the following proposal: “When the Reclassification Committee subdivides a region due to travel distances involved and the number of schools in each sub-region is not the same, the GHSA will work with the region to designate games outside the region that will take the place of cross-over games for region seeding purposes in all sports except football.”

    The deadline for member schools to appeal their region placement and to ask for a lateral transfer is Friday, December 16th at noon. Those appeals will be heard by the Reclassification Committee on Monday, December 19th at 10:00am at the GHSA office building. Representatives from the “sending region” and/or the “receiving region” will have the opportunity to be heard along with the school filing the appeal. The list of schools filing for appeals will be placed on the GHSA web site as they are received.

    The GHSA Reclassification Committee will meet on Tuesday, December 6th at 10:00 a.m., to place member schools in regions for the 2012-13 and 2013-14 school years. The meeting will take place at the GHSA office in Thomaston.

    Member Schools have the opportunity to choose to play at a classification higher than the class where they were placed by their enrollment numbers. Schools wishing to play-up should submit the Request to Move Up in Classification form to the GHSA Office by Monday, December 5, 2011.

    Specially Called Executive Committee Meeting Set

    The GHSA Reclassification Committee on Tuesday voted unanimously to ask the GHSA Executive Director to call a special meeting of the full Executive Committee for Monday, November 21, 2011, at 10 a.m., in the GHSA office in Thomaston.

    The purpose of this meeting will be to vote on the following proposal passed Tuesday by the Reclassification Committee:  “The GHSA will rescind the policy that allows schools to drop certain special-needs students from their FTE counts.”

    As this issue was discussed by the Reclassification Committee, it became more and more apparent that the complexities of the categories (Level 3 and Level 4) were greater than what had been discussed when the matter was approved in August.  It was believed that the process to secure a reduction of the FTE count was problematic in regard to:

    1. subjective definitions and determinations of what constituted Level 3 students
    2. imposed ineligibility on students who might desire to participate at a later time
    3. concerns about the legality of not securing parent input on these decisions about these students

    Regardless of the outcome of this vote on November 21, the Reclassification Committee will place schools in their respective classifications immediately following that meeting. The revised calendar for reclassification is as follows:

          November 21

    Revised Plan For Region 5-A

    The GHSA Executive Committee believes that it is impractical and unfair to have a region comprised of 25 schools. Therefore, there will be a modification of playoff structure in certain sports for Regions 5-8 in Class A for 2010-2012.

    The following sports are aligned by Areas (or they are Open Competitions); thus there are no region ramifications to the current reclassification plan:

      Volleyball Gymnastics
      Debate Soccer (Boys and Girls)
      Swimming and Diving (Boys and Girls) Lacrosse (Boys and Girls)
      Wrestling

    The following sports will be played with all teams in Region 5 playing together as the region decides:

      Football (13 schools)
      Cheerleading (11 schools)
      Literary (4 schools)

    Track and Field has a peculiar set of circumstances. The state meet is not set up to handle 9 regions and cannot be easily modified to accommodate the change. Therefore, Region 5 will have 2 sub-region track meets, and the top four finishers in each event will advance to the region meet. The top two finishers at the region track meet will advance to the state meet.

    The following sports need to have a ninth region added, and there should be little difficulty adding another region. Subregion 5-B will become Region 9

    The following sports will need to have a bracket modification for the state playoffs in order to handle nine regions:

      Softball Tennis (Boys and Girls)
      Basketball (Boys and Girls) Baseball (Boys and Girls)

    The brackets for Regions 5-9 in Class A in these sports will be modified as follows:

    1. All of the #4 seeds in Regions 5-9 and some of the #3 seeds will have games preliminary to the first round of the playoffs to shrink the field from 20 teams to 16 teams.
    2. These preliminary contests will be considered to be “Playoff Events” with the normal financial procedures.
    3. The brackets will be modified so that there would be a clear cut “Regions 1-4” and “Regions 5-9” delineation at least through the quarterfinals – as is already occurring in Basketball and Tennis.
    4. Precise bracket pairings will be published in the spring.
    5. Calendar adjustments will be necessary to accommodate this change.

    Governance issues will be as follows:

    1. There will be a single representative on the Executive Committee from Region 5
    2. Both sub-divisions of Region 5 will have a Region Secretary, and those individuals will need to work out the division of labor for sports in which there is no “Region 9”.
    3. All other leadership positions will be determined by the schools in the region.

    Results of the GHSA Executive Meeting on January 12, 2010

    The GHSA Executive Committee approved the following items:

    Upheld the appeal of Glascock County to return to Subregion 7-A.

    Amended By-Law 4-21 to reduce the reclassification cycle from 4 years to 2.

    Approved the alignments from the Reclassification Committee as amended by the appeal of Glascock County.

    Approved a proposal from the GHSA to amend the playoff brackets of Regions 5-8 in Class A for the sports of Softball, Baseball, Basketball and Tennis. A complete explanation of this proposal will be on the web site in a day or two.

    The GHSA Reclassification Committee met at the GHSA office in Thomaston, Georgia, on December 16, 2009, and made the following decisions in regard to appeals by schools to lateral transfer to another region:

    2. The Committee sub-divided Region 2 because of the addition of two schools. That subdivision is included in the list of regions.

    Notes for Class A

    1. The Committee changed the Region numbers for Regions 5 and 7 to correspond to traditional numbering for those schools. (See the list of regions)

    MISCELLANEOUS
    The Committee discussed issues with the Executive Director about playoff brackets in certain sports for Class A (Regions 5-8) due to the large number of schools involved in Region 5. The Reclassification Committee agreed to support a GHSA plan at the January meeting.

    FINAL RATIFICATION MEETING
    The entire GHSA Executive Committee will meet on Tuesday, January 12, 2010, to vote on the proposals coming from the Reclassification Committee. The meeting will be held at the Ramada Inn Conference Center (formerly the Holiday Inn) in Forsyth, Georgia, at 10:00am.

    The GHSA Reclassification Committee made the following proposals to the full Executive Committee for its meeting on January 12, 2010 in Forsyth, Georgia:

    1. The regions for the five classifications will be aligned as shown on the attached charts
    2. The Executive Director was directed to survey the schools placed in Region 7 of Class A to determine the number of sports and activities in which they will participate in the 2010-2011 school year. This report shall be given at the January meeting of the Executive Committee.
    3. GHSA By-law 4.21 shall be amended to specify a reclassification cycle of two years rather than four years.

    NOTE: In accordance with By-law 4.22(f), Ware County High School and Liberty County High School were declared to be isolated and were placed in Region 2-AAAA.

    NOTE: In accordance with By-law 4.23(f), a school may appeal its region placement and may ask for lateral transfer to another region in their classification. The Request To Transfer From a Region form for filing that appeal can be found in the “Forms” section of this web site. The appeal form must be received in the GHSA office by noon on December 15, 2009. The appeal meeting will be held on December 16, 2009, at 10:00am at the GHSA office.

    GHSA Announces Classifications for 2010-2014

    The GHSA Reclassification Committee will meet on Wednesday, December 2, 2009, at 10:00am, at the GHSA office to place schools in regions.

    The FTE count shown for each GHSA school was determined in one of three ways:

    1. The FTE count for each public school from the Spring 2009 semester is averaged with the FTE count for the Fall 2009 semester.
    2. School systems that have recently opened new schools or will open new schools in the first two years of the new reclassification cycle have projected the enrollments of their schools for the next three years.
    3. Private schools submitted an actual headcount of their enrollments in September, 2009.

    A school administrator who believes the enrollment count for his/her school is inaccurate may send a written statement to the GHSA office explaining why he/she believes there is an error. That written appeal must be received in the GHSA before 4:00pm on November 24, 2009. In the event that a verifiable error is found in the student count, modifications will be made that could change the original placements of schools in classifications. Any such changes will be placed on the GHSA web site as soon as they are made.

    A school administrator, who desires for his/her school(s) to play at a higher classification than their numbers place them, may exercise that option. This decision must be submitted to the GHSA on the proper form – “Request to Move Up in Classification”. This form is found on the GHSA web site – click “Forms” at the top of the home page and then look under “Miscellaneous Forms”. A list of schools declaring their intent to play at a higher classification will be kept on the GHSA web site.

    The GHSA Reclassification Committee will meet on Wednesday, December 2, 2009, at 10:00am, at the GHSA office to place schools in regions. The reclassification Committee will also meet on Wednesday, December 16, 2009, to hear appeals from any school seeking a lateral transfer from the region to which it was assigned.

    The entire GHSA Executive Committee will meet on Tuesday, January 12, 2010, at the Holiday Inn in Forsyth, Georgia, to finalize the reclassification of schools for the 2010-2014 cycle. No binding game contracts may be made until after the GHSA Executive Committee has finalized the reclassification process.

    Update - 11/17/2009

    The following schools have been approved for an adjustment on their projected enrollments:

    1. The GHSA projected incorrectly the feeder school patterns for River Ridge (Cherokee County). Their projection is now 906 and that moves the school from AAA to AA.
    2. The GHSA projected incorrectly the feeder school patterns for Waltnut Grove (Walton County). Their projection is now 1233, and they will remain a AAA school.
    3. Muscogee County Schools modified its projections for the following three schools because of uncertainty about the timing of military transfers into Fort Benning:
      • Columbus H.S.: New projection = 1276.5 (Move from AAAA to AAA)
      • Hardaway H.S.: New projection = 1846 (Move from AAAAA to AAAA)
      • Northside H.S.: New projection = 1836.5 (Move from AAAAA to AAAA)
    4. Whitfield County Schools rescinded their projections and will rely on the FTE count provided by the Georgia Department of Education because of uncertainty with the attendance zones of a new school in the county.
      • Northwest Whitfield: FTE count = 1752 (Move from AAA to AAAA)
      • Southeast Whitfield: FTE count = 1305.5 (Remains in AAA)

    The schools that will open in the 2011-2012 school year were inadvertently left off the list of schools in classifications.
